Josh Wilson is the long lost Wilson brother, mentioned but unnamed in House, MD Season One episode "Histories". The concept of the long lost Wilson brother belongs to David Shore and Bat Hat Productions. No profit is being made off the use of the character.
Josh is essentially an original character. Canon tells us James Wilson has two brothers. One House has met, the other hasn't been part of James' life for nine years. There is no disernable point in canon for David to emerge, as Josh has no canon except that he has been MIA for nine years.
My backstory sees Josh as a mentally unstable drug addict. His addiction was fostered out of a need to find peace from the turmiol in his mind, because his mother refused to accept that her baby was less than perfect. It wasn't outright neglect, it was full on denial that anything was wrong, that prevented her seeking help for her youngest son. So he turned to drugs to self medicate.
